Import rules

State monopoly applies to bulk undenatured ethyl alcohol (SE Kara-Balta). Finished spirits may be imported by licensed commercial entities. Mandatory pre-affixing of Kyrgyz digital excise/tax stamps (Data Matrix track-and-trace) before customs clearance. Required documents include EAC Declaration of Conformity, commercial invoices, transport documentation, and Certificates of Origin. Customs clearance is processed through the SCS ASYCUDA automated system.

Import duty on spirits (HS 2208)

EAEU Common Customs Tariff (CCT) rates apply to non-EAEU imports: generally €1.40 to €1.50 per litre of 100% pure alcohol for spirits under HS 2208 (e.g., whisky, vodka, gin, rum, and grape brandies). Goods originating from EAEU member states are exempt from customs import duty.

Excise and taxes

Excise tax on spirits, vodka, and liqueurs is 200 KGS per litre of finished product in 2026 (cognac is 140 KGS per litre; scheduled to increase annually through 2029). Standard Value Added Tax (VAT) is 12% levied on the customs value plus customs duties and excise.

Retail and distribution

Permitted for private retail stores, supermarkets, specialized alcohol shops, and on-premise venues (bars, restaurants, cafes) registered with the tax authority. Sales in temporary kiosks, stalls, and pavilions are prohibited. Municipalities and local councils enforce night-time retail restrictions (typically off-premise sales restricted between 22:00 or 23:00 and 08:00).

banned

Labelling

Compliant with TR CU 022/2011 and TR EAEU 047/2018. Labels must be in both Kyrgyz (state language) and Russian (official language). Mandatory particulars: product name, category, net volume (L/ml), ABV (% vol.), manufacturer and importer identity and legal address, batch number, production date, ingredients/composition, mandatory health warning ('Excessive alcohol consumption is harmful to your health') covering at least 10% of the label space, EAC conformity mark, and digital excise stamps.

Advertising

Banned across mass media including television, radio, outdoor billboards, and print publications. Alcohol advertising is explicitly prohibited across the internet on websites within the .KG domain zone and domestic electronic media under the Law 'On Advertising'. Brand sponsorship of sports and cultural events by alcohol manufacturers is severely restricted.

Legal definitions of spirits

EAEU Technical Regulation TR EAEU 047/2018 and interstate GOST standards establish minimum criteria: Vodka must be at least 37.5% or 40.0% ABV; Whisky, Rum, Gin, and Brandy/Cognac must have a minimum alcoholic strength of 40.0% ABV (37.5%–40% depending on exact spirit classification). Rectified ethyl alcohol must meet strict chemical purity thresholds.

Dry or restricted areas

Certain conservative rural village communities (ayyl aimagy) have passed local community bans or council resolutions prohibiting the retail sale and public consumption of alcohol.

Recent changes

  • Cabinet of Ministers enacted a multi-year phased increase in alcohol excise tax rates from 2026 through 2029, raising the excise tax on distilled spirits and vodka to 200 KGS per litre in 2026.
  • Reorganization of tax and alcohol authorities: the State Agency for Control over Production and Turnover of Ethyl Alcohol was formally merged into the State Tax Service.
  • Full rollout and mandatory enforcement of digital Data Matrix marking (electronic track-and-trace) on all imported and domestically produced alcoholic beverages.
  • Continuation of the strict 100% state monopoly on the production and importation of bulk ethyl alcohol through state enterprise Kara-Balta Distillery.

Opportunities for exporters

Demand for premium foreign spirits (whisky, cognac, high-end liqueurs, and gin) remains healthy in urban retail and hospitality venues in Bishkek, provided exporters comply with mandatory digital excise marking and Kyrgyz/Russian bilingual packaging.
